Holding the Republican House majority

Hold the seats that decide the majority.

Foundations PAC defends Republican-held House seats that will be decided by a few points and that the national groups are leaving light. We spend where the data says a seat can be held, and nowhere else.

Why this PAC exists

The close seats nobody is defending.

National money is concentrated in the handful of districts everyone already calls toss-ups. That leaves a second set of Republican-held seats, won by one to five points, that the party committees and the big outside groups treat as secondary.

Those seats decide the majority just as surely as the famous ones. Foundations PAC exists to hold them.

We contest three to five districts at a time, not a national slate. We move late, so opposing groups have little time to respond. And we never spend on a race the data says we cannot win.

How we work

Know who votes. Prove it moves. Deliver from one list.

1

Know who votes

Before a dollar is committed, we model the likely electorate in the district from the voter file. If the numbers do not support a hold, we do not spend.

2

Prove it moves

We confirm that a short, documented program can move the voters who decide the race before we scale it.

3

Deliver from one list

Research, creative, digital, text, phones and press all aimed at the same voters, run as one program instead of a pile of separate vendors.

The Chairman

Led by someone who has run one of these races himself.

Jerry Evans is a small business owner from Warrenville, Illinois, and was the 2024 Republican nominee for Congress in Illinois's 11th District. He knows what it takes to compete in a district the national groups have written off, and what a focused program can do there.

Every dollar goes to the districts: research, digital, text, mail, and the voter contact a close race demands.
